Mrs. Frenishee B. Smith, M.Ed.

Principal

The journey of growth is rarely linear, but it is always purposeful. Prior to stepping into my current role, I served as an Assistant Principal at Southampton, Blackwell and Carver Elementary Schools. In these roles, I focused on cultivating a collaborative school culture, supporting instructional excellence, and fostering strong relationships with students, families, and staff. 

My broader experience includes over two decades in education, serving as a classroom teacher, instructional coach, curriculum writer and professional development presenter. I hold a bachelor’s degree from Virginia Union University, a master’s in Curriculum and Instruction, and a post-graduate certificate in Leadership and Supervision from the University of Richmond. 

I look forward to serving the students, families, and staff of Elizabeth D. Redd Elementary with dedication, heart, and a steadfast belief in the power of education to transform lives.

Mrs. Vercynthia B. Penn, M.Ed

Assistant Principal

Hello Redd Community! I am excited to introduce myself as the new Assistant Principal of Elizabeth Redd Elementary. It is an honor to join such a dedicated and caring school community, and I look forward to working with our students, staff, and families to make this school year a successful one.

I hold a Bachelor’s degree in Interdisciplinary Studies and a Master’s in Elementary School Counseling from Virginia State University, as well as an Educational Leadership certification from Virginia Commonwealth University. With 29 years of experience in education, 25 of which were spent with Richmond Public Schools, I have served as an elementary teacher, school counselor, and school administrator.

These roles have shaped my belief that every child can experience success when supported by a caring adult who is consistent, intentional, and truly invested in their growth. While we may not always see the immediate impact of our words or actions, I firmly believe they can resonate with students in powerful and lasting ways.

As I begin this new chapter at Redd, I am especially passionate about creating opportunities that support the whole child academically, socially, and emotionally. I believe all students deserve access to meaningful resources, enriching learning experiences, and positive interactions that prepare them to be confident, well-rounded individuals ready to excel both in and beyond the classroom.

I know that the power of strong relationships, high expectations, and a collaborative school culture is key to student success and a thriving school community. I am truly honored to be part of the Elizabeth D. Redd family and look forward to an amazing school year filled with learning, growth, and meaningful connections.

In my spare time, I enjoy spending time with my family, listening to live jazz music, watching movies, and participating in community service projects.
